Proposals for the modification of the Agreement of Ame 14th 1913, between the United Kingdom and Portugal for the Regulation of the Opium Monopolies in the Colonies of Hong Kong and Maono (printed sopy of which is malosed herewith for conveniense of reference) may come up shortly for consideration.

2. I transmit to you herewith copy of a memorandum compiled in this office, giving the history of the negotiations which led up to that Agreement, Your attention is dram to the end of paragraph 2 of this memorandum, which refers to the notunl requirements of the Portuguese solony of Masao for re- export to Mexico.

5. By the terms of Article 4 of the Agreement, the Hasao farmer is permitted to import, per annum, two hundred and forty chests of raw opium exclusively destined for exportation "to countries which have not prohibited at present or which shall not prohibit hereafter such imports of opium."

4. I have to request that you will send me by telegraph brief replies to the following three specific enquiries:-

(1) Nas Mexico prohibited the import of raw opium? (11)If not, what is the amount of raw opium imported annually into Mexico?
